USCG Extending Services and Awarding New Contracts

Fairfax, VA (March 2007) - The U.S. Coast Guard (USCG) has not only decided to exercise their first option year on YRCI’s current classification project (awarded in March 2006), but has also added an additional classification and staffing position. Beyond the extension and growth of current projects, USCG has also awarded YRCI a new contract to provide retirement counseling at multiple sites nationwide.


YRCI Awarded New USDA Contract

Fairfax, VA (February 2007) - Having successfully provided HR services to them in the past, the U.S. Department of Agriculture (USDA) turned to YRCI for additional HR assistance. They awarded YRCI a contract to perform classification desk audits at multiple locations around the country.


FHFB Awards YRCI a Multi-year IDIQ Contract for HR Services

Fairfax, VA (January 2007) - The Federal Housing Finance Board (FHFB) awarded YRCI an Indefinite Delivery, Indefinite Quantity contract for HR services. YRCI has already successfully provided the with short-term staffing and classification personnel under this contract, and looks forward to providing additional assistance to FHFB under this contract in the near future.


YRCI Earns Business through Partnership

Fairfax, VA (November 2006) - As a subcontractor to Human Technologies, YRCI provided HR services to the International Trade Commission (ITC). Specifically, YRCI provided personnel to complete an Official Personnel File (OPF) purge to remove all unneeded paperwork from ITC’s OPFs.


PBGC Awards Additional Positions to YRCI

USCG Awards New Contract to YRCI

Fairfax, VA (September 2006) - In addition to the contract awarded in March 2006, the U.S. Coast Guard has also awarded YRCI a firm fixed price contract to provide administrative support services to their Civilian Human Resources Office. More specifically, YRCI has been tasked with the audit and cleanup of Official Personnel Folders (OPF), Electronic Official Personnel Folders (EOPF), and Employee Performance Files (EPF). This contract includes a base year and four (4) option years.


YRCI Wins Additional PBGC Contract

Fairfax, VA (September 2006) - PBGC has recently awarded YRCI a second contract. In addition to the staffing, classification, employee relations, labor relations, performance management, and personnel action processing services provided on the current contract, YRCI will also equip PBGC with a Customer Service Technician (CST) to provide exemplary customer service via all communication methods and to provide general administrative support. This CST will help to maintain order in the Business Center by responding effectively to all customers and by assisting HRD staff with administrative tasks.


YRCI Earns Continued NSF Business

Fairfax, VA (September 2006) - As YRCI’s original contract with NSF came to a close in September 2006, NSF recognized YRCI’s exemplary performance by awarding a new contract for continued services. This new contract includes the full range of support services YRCI has been providing to NSF over the past three (3) years, including staffing, classifying, and processing human resources actions and general HR Technical Support for approximately 1600 staff of the NSF.


FHWA Contracts with YRCI

Fairfax, VA (September 2006) - In an effort to uncover additional sources from which to recruit qualified candidates, YRCI will provide a Sourcing Specialist to the Department of Transportation’s (DOT) Federal Highway Administration’s (FHWA) Office of Human Resources. This specialist will support FHWA’s recruitment efforts to locate diverse professional applicant pools to fill critical mission oriented positions throughout the agency by identifying professional recruitment sources within specific major metropolitan centers throughout the United States.


USDA Awards YRCI Additional Contracts

Fairfax, VA (September 2006) - The USDA’s Food and Nutrition Service (FNS) has awarded YRCI two (2) new contracts: one to provide employee and labor relations, and another to provide classification services. The employee and labor relations effort includes technical support and participation with the Branch Chief, Employee and Labor Relations Branch, HRD, in developing an effective Agency employee relations program designed to maintain a high standard of employee morale and improved employee efficiency. The classification position, more specifically, is responsible for reviewing and making determinations on Federal Labor Standards Act (FLSA) coverage and/or exemption for FNS positions.


YRCI Wins Acquisition Support Services Subcontract for Interior's GovWorks

Fairfax, VA (March 2006) - YRCI, a provider of contracts management and acquisition consulting, announced it has been awarded an acquisition support services subcontract by LEADS, a Strategic Business Unit of the ITS Corporation, to assist the U.S. Department of the Interior’s GovWorks Federal Acquisition Center. The GovWorks IDIQ contract, which includes a base year with four option periods, has a maximum order threshold of $100 million. YRCI’s subcontract will be managed out of their headquarters in Fairfax, Virginia. The new IDIQ subcontract is the largest ever won by YRCI.

Key tasks associated with this award include contract specialist support, procurement analyst support, acquisition administration support and acquisition quality control support. YRCI will aid LEADS as a strategic teaming partner for providing staffing and recruiting services to GovWorks.

YRCI Awarded Coast Guard Contract

Fairfax, VA (March 2006) - The US Coast Guard awarded YRCI, in conjunction with FPMI, a performance based contract to provide personnel management, technical, analytical and administrative support services for the Human Resources Directorate. Specifically, the 5 year contract requires YRCI to assist in staffing, classification and processing support.

By incorporating best practices and lessons learned, YRCI’s job is to ensure the application of position classification and staffing standards is accurate and consistent with current and future USCG and DHS HR policies and procedures (i.e. pay clusters, pay banding, DHS MAXHR, USC Title 5, Excepted service, Non-Appropriated Fund (NAF) employees).


YRCI Supports the National Museum's Acquisition Services

Fairfax, VA (March 2006) – National Museum of the United States Army project has selected YRCI to provide acquisition support services to aid in construction efforts associated with building the new Army Museum at Fort Belvoir.

YRCI has been able to supply these acquisition support services quickly, fulfilling the needs of the U.S. Army. YRCI serves as the technical advisor and subject matter expert to the U.S. Army Center of Military History National Museum Division regarding acquisition and contracting processes, policies, procedures and issues.

About the National Museum: The National Museum of the United States Army project is a public/private partnership between the United States Army and the Army Historical Foundation. The Foundation is the official fundraiser for the National Museum of the United States Army. When the doors open in 2011, the Army Museum will tell the story of the U.S. Army as an institution and be a tribute to the American Soldier. It will be a forum for the education, edification, and inspiration of members of the Armed Forces, the public, and all those seeking knowledge about the history of the Army.


PBGC Selects YRCI to Provide HR Services for Three Years

December 1, 2005 /HRO Today News - The Pension Benefit Guaranty Corporation has selected YRCI, a Washington, D.C.-based HRO and contracts management firm, to provide a multi-year, multiple-award contract covering a full suite of human resources services including staffing, classification, employee relations, labor relations, performance management, personnel action processing, general administration and technical writing.

The contract, valued at approximately $8.5 million, began November 2005 and ends September 2008.

According to Linda Sue Wever, director of federal business development for YRCI, several task orders have already been released under this contract with more awards pending.

“YRCI’s Human Capital Services division will provide robust staff augmentation and support to PBGC’s federal HR staff,” Wever said. “Since all of the duties under the purview of the PBGC contract are those in which YRCI specializes, we couldn’t ask for a better opportunity to showcase YRCI’s staff expertise and capability in HR operations and services.”

Pension Benefit Guaranty Corporation is a federal corporation created by the Employee Retirement Income Security Act of 1974. It currently protects the pensions of 44.4 million American workers and retirees in 31,200 private, single-employer and multi-employer defined benefit pension plans. YRCI, headquartered in Fairfax, Va., provides commercial clients and the federal government with a variety of human resources and contracts management services. YRCI Cited for Small Business Achievement by DHS

Centreville, VA (May 2005) - YRCI, a metro-DC HR outsourcing and contracts management firm, was one of 16 small businesses to receive a Small Business Achievement Award from the Department of Homeland Security (DHS) at the department’s first small business award ceremony on April 18, 2005.

HR Pro Joins DC-area Outsourcing/GovCon Firm

Centreville, VA (April 2005) - Michael H. Kostrzewa has joined YRCI, a national HR outsourcing and Contracts Management firm based in Centreville, Va., as Director of Human Resources. In this newly-created position, he is responsible for developing and managing a wide variety of policies and practices to help YRCI recruit and retain employees.

Kostrzewa’s 30-year career in the human resources field included HR executive positions at Contel Federal Systems (now part of GTE) and General Electric and, most recently, as president of People Productivity Sciences in Clifton, Va. He earned master’s and Ph.D. degrees from George Mason University.
