YRCI provides clients with quality services aimed at meeting their most critical Human Resource needs by augmenting in-house programs and staff or by delivering full-service outsourced offerings.
YRCI has substantial experience in the federal human resources arena. Since our inception, YRCI has worked with more than 40 federal government agencies.
Our commercial clients include finance, technology, security services, pharmaceutical, and management/government consulting organizations.
The Securities and Exchange Commission (SEC), selected Federal Management Partners, Inc. (FMP) and teaming partner YRCI to support their Human Resources Project Management Office (PMO). The purpose of this project is to provide PMO support for a range of human resource functions and activities to the SEC Office of Human Resources. To accomplish this objective, FMP and YRCI will review and improve processes related to benefits, retirement, and OWCP. At the same time, support will be provided in the areas of Employee Benefits, Human Resources Systems and Strategies, and Worker’s Compensation Program Administration.
The Department of Education (ED) has awarded YRCI a contract to provide Employee Relations (ER) services. ED requires the services of on-site professionals to perform actual departmental case work. The focus will be to provide technical support and advisory counseling services for disciplinary, adverse and performance-based actions. Additionally, on-site support is needed to include the review and organization of official files along with the development and implementation of a system for tracking litigation holds and other information. YRCI staff will also be updating the in-house case tracking system.
The Department of Justice (DOJ) has awarded YRCI another contract to provide HR services. Requirements under this contract include an array of HR activities including staffing, recruiting, classification, and HR policy support.
YRCI has been awarded a contract to provide Federal Classification Specialists to the National Aeronautics and Space Administration’s (NASA’s) Goddard Space Flight Center. These Specialists will assist in the areas of workforce research and analysis for the Office of Human Capital Management. Specifically, they will develop competitive level definitions and data elements, analyze position descriptions (PDs) and assign competitive levels to the PDs, identify the field of expertise needed for subject matter expert panels that will assist in developing competitive level definitions, and create a project schedule and presentation to inform and educate supervisors/managers regarding position review and understanding the supervisor responsibility and competitive level process.
The General Services Administration (GSA) approved IBM’s team to provide human resource services under the HR Line of Business effort. As part of the IBM team, YRCI earned a place on the HR schedule, 738 X, under a five-year base contract with three five-year options. YRCI will provide HR operational services to complement IBM's HR LOB Shared Service Center offering.
The Department of Education’s (ED’s) Federal Student Aid (FSA) has selected YRCI along with teammate, COE (The Center for Organizational Excellence), to perform the work for a new task order established under YRCI’s existing BPA with FSA. The purpose of this task order is to evaluate FSA’s current staffing levels and skill mix, and propose alternative strategies to optimize operational performance or to reorganize business units. Through a comprehensive analysis of FSA’s organization, operations, and goals, the YRCI Team will compile a Baseline Report of current conditions and a Workforce Optimization Report outlining suggestions for organizational improvement.
The U.S. Department of Housing and Urban Development (HUD) has selected the team of Federal Management Partners, Inc. (FMP) and YRCI as the recipient of a contract to provide support for staff services to assist the Office of Human Resources (OHR), Human Capital Management Office (HCM), to complete human capital initiatives.
The Defense Finance and Accounting Service (DFAS) has awarded a Blanket Purchase Agreement (BPA) to the team comprised of YRCI and Management Concepts. The BPA is valid for up to five (5) years and will include task orders in two (2) prime areas: Human Resources Services and Program Management, Accounting, Consulting, and Training Services.
The Department of Veterans Affairs (VA) has awarded YRCI a contract to provide classification support. Specifically, YRCI employees will produce General Schedule and Federal Wage System position descriptions (PDs), career ladders, and summary evaluation statements for inclusion in VA’s electronic PD Library. Additional tasks will include reviewing sample PDs; comparing PDs to published OPM classification standards; revising PDs to reflect a gold standard of accuracy and validity; and preparing summary evaluation statement; and producing Title 38 Hybrid functional statements.
The National Institutes of Health (NIH) has contracted with YRCI to provide HR services under a Blanket Purchase Agreement (BPA). The work will begin with staffing services being provided to NIH’s National Institute of Allergy and Infectious Diseases (NIAID) with more work to follow with multiple agencies within NIH.
Having been providing HR services to the Pension Benefit Guaranty Corporation (PBGC) for nearly two (2) years, PBGC has not only decided to exercise the next option year in their BPA with YRCI, but has also taken on two (2) new YRCI Staffing Specialists.
Having worked with other divisions within the Department of Transportation (DOT), the Federal Motor Carrier Safety Administration (FMCSA) has awarded two (2) new HR contracts to YRCI. We will be providing both staffing/classification expertise and time and attendance/payroll support services.
The Defense Nuclear Facilities Safety Board (DNFSB) has awarded YRCI a contract to provide HR assistance. More Specifically, YRCI’s personnel will prepare standard HR forms, review and verify system data, copy and compile packages for transmission to the Bureau of Public Debt (BPD) and the National Finance Center (NFC), and assist in the resolution of questions/problems concerning payroll, processing, retirement, and benefits.
In addition to the HR policy, classification, and staffing services we have provided to the Department of Justice (DOJ), YRCI has also been selected to conduct a thorough "top to bottom" audit review of DOJ’s Official Personnel Files (OPFs) of all the agency's existing and separated employees to ensure that all employee OPFs are current and accurate as it pertains to the individual appointment and employment-related status of each employee, to include payroll and compensation. YRCI will, therefore, be able to provide validation that: (1) all employee OPFs contain official documents that are up-to-date as of the employees' current appointment; (2) all compensation and benefit forms are sufficiently represented in the employee's official employment record; and (3) all other personnel payroll data in the OPF are accurately represented and authorized.
After more than a year of successfully providing excellent employees to the Nuclear Regulatory Commission (NRC), they have decided to continue working with YRCI under the HR BPA established in the spring of 2006. NRC has issued a new task order to continue the services of YRCI’s Staffing and Classification Specialists.
The Architect of the Capitol (AOC) has again chosen YRCI to fulfill their HR need. YRCI will be performing Employee Relations (ER) services for AOC. Specifically, we will be responsible for analyzing documentation submitted for, or in response to, employee disciplinary actions and workers' compensation claims; drafting disciplinary correspondence, preparing disciplinary files, and drafting Congressionals; presenting the agency's disciplinary cases before a third party hearing officer; advising managers and employees on disciplinary and workers' compensation procedures; investigating employee grievances and drafting grievance reports; and assisting with the development, revision, communication, and implementation of policies.
YRCI has been chosen by the U.S. Postal Service (USPS) to conduct a review of the USPS Office of the Inspector General’s (OIG’s) Official Personnel Folders (OPFs) with an emphasis on correcting retirement code errors when identified.
Having worked with the U.S. Holocaust Memorial Museum in the past, they knew they could rely on YRCI for additional HR services. YRCI will provide classification and staffing services to the Holocaust Museum, including position management; desk audits; title, series, pay plan, and grade assignments; policy development; and the full range of internal staffing activities including recruitment, placement, and merit promotion.
Already having an established relationship with YRCI’s Contracts Management & Procurement division, the U.S. Geological Survey (USGS) has also now awarded YRCI a contract for HR services. Providing personnel at both the specialist and assistant levels, YRCI will be responsible for administering recruitment programs for assigned organizational areas, including merit promotion, DEU, and recruitment under special hiring authorities; providing advice to management to resolve highly critical staffing issues; using an automated recruitment system (Hiring Manager Xi) to create and issue merit promotion and delegated examining announcements; analyzing application packages to determine if candidates meet qualification and eligibility requirements; reviewing and approving personnel action requests; and responding to employment inquiries providing an explanation of hiring procedures and determinations.
The U.S. House of Representatives has again turned to YRCI for HR assistance. Providing the services of a Federal Retirement Benefits Specialist, YRCI’s specialist serves as liaison to designated offices providing expert, authoritative services to management and staff for retirement benefits. More specifically, YRCI will provide guidance and assistance on all aspects of retirement planning, including CSRS and CSRS-Offset, their nature and underlying concepts, and FERS, with its three-tiered structure (Social Security, Basic Benefit Plan, and Thrift Savings Plan); verify eligibility for FERS coverage; counsel on the merits of CSRS-Offset versus FERS; handle retirement contributions and refunds; counsel employees with retirement options; and perform internal audits of employee official personnel records.
Having provided them outstanding support in the past, the Department of Justice (DOJ) has again contracted with YRCI for HR services. Our specialist will assist and advise in the areas of HR policy, staffing, and classification.
The Department of Transportation’s (DOT) Office of the Inspector General (OIG) awarded YRCI a contract for staffing support. Our Staffing Specialists will work within OIG’s Office of Human Resources to write and post merit promotion and delegated examining announcements using OIG’s automated recruitment system with internet/intranet web access. They will also use the automated staffing system to post all vacancy announcements, determine qualifications, issue certificates under merit promotion procedures, delegated examining (open competition) and non-competitive procedures, provide data regarding the staffing process, audit case files, closeout case files, and maintain information in accordance with all applicable rules and regulations.
The Department of Education’s (ED) Federal Student Aid (FSA) has contracted with YRCI for one of only two awarded Blanket Purchase Agreements (BPA) for Human Resources Services. YRCI looks forward to the opportunity to supply services in the areas of Human Resources Operations, Employee and Labor Relations, Workforce Development Services, and Human Capital Management Support.
The Pension Benefit Guaranty Corporation (PBGC) has awarded YRCI two additional orders under the previously established HR Services Blanket Purchase Agreement (BPA) to provide Staffing Specialists with QuickHire expertise. These staffers will augment the HR staff currently provided staffing and benefits services to PBGC.
The U.S. Coast Guard (USCG) has not only decided to exercise their first option year on YRCI’s current classification project (awarded in March 2006), but has also added an additional classification and staffing position. Beyond the extension and growth of current projects, USCG has also awarded YRCI a new contract to provide retirement counseling at multiple sites nationwide.
Having successfully provided HR services to them in the past, the U.S. Department of Agriculture (USDA) turned to YRCI for additional HR assistance. They awarded YRCI a contract to perform classification desk audits at multiple locations around the country.
YRCI provided a well-rounded Classification Specialist to the Department of Justice (DOJ) with knowledge of Title 5, Code of Federal Regulations, Part 351, Reduction-In-Force (RIF) as well as related case law and related authorities. This specialist will provide a third party view of the classification process and possess the experience to cite HR policy and provide troubleshooting for issues as they arise in the classification and RIF areas.
The U.S. House of Representatives awarded YRCI a contract to provide an expert Retirement Specialist to provide guidance and assistance on all aspects of retirement planning, including CSRS and FERS.

The Federal Housing Finance Board (FHFB) awarded YRCI an Indefinite Delivery, Indefinite Quantity contract for HR services. YRCI has already successfully provided the with short-term staffing and classification personnel under this contract.
The Pension Benefit Guaranty Corporation (PBGC) has recently awarded YRCI not only an extension of staffing and benefits services that have been provided for the past government fiscal year, but also awarded YRCI four (4) additional task orders to augment the current staffing team.
As proof of YRCI’s quick and effective response to unique client requirements, we offer the following examples:
In addition to the contract awarded in March 2006, the U.S. Coast Guard has also awarded YRCI a firm fixed price contract to provide administrative support services to their Civilian Human Resources Office. More specifically, YRCI has been tasked with the audit and cleanup of Official Personnel Folders (OPF), Electronic Official Personnel Folders (EOPF), and Employee Performance Files (EPF). This contract includes a base year and four (4) option years.
The Pension Benefit Guaranty Corporation (PBGC) has recently awarded YRCI a second contract. In addition to the staffing, classification, employee relations, labor relations, performance management, and personnel action processing services provided on the current contract, YRCI will also equip PBGC with a Customer Service Technician (CST) to provide exemplary customer service via all communication methods and to provide general administrative support. This CST will help to maintain order in the Business Center by responding effectively to all customers and by assisting HRD staff with administrative tasks.
As YRCI’s original contract with the National Science Foundation (NSF) came to a close in September 2006, NSF recognized YRCI’s exemplary performance by awarding a new contract for continued services. This new contract includes the full range of support services YRCI has been providing to NSF over the past three (3) years, including staffing, classifying, and processing human resources actions and general HR Technical Support for approximately 1600 staff of the NSF.
In an effort to uncover additional sources from which to recruit qualified candidates, YRCI will provide a Sourcing Specialist to the Department of Transportation’s (DOT) Federal Highway Administration’s (FHWA) Office of Human Resources. This specialist will support FHWA’s recruitment efforts to locate diverse professional applicant pools to fill critical mission oriented positions throughout the agency by identifying professional recruitment sources within specific major metropolitan centers throughout the United States.
The USDA’s Food and Nutrition Service (FNS) has awarded YRCI two (2) new contracts: one to provide employee and labor relations, and another to provide classification services. The employee and labor relations effort includes technical support and participation with the Branch Chief, Employee and Labor Relations Branch, HRD, in developing an effective Agency employee relations program designed to maintain a high standard of employee morale and improved employee efficiency. The classification position, more specifically, is responsible for reviewing and making determinations on Federal Labor Standards Act (FLSA) coverage and/or exemption for FNS positions.

National Science Foundation: The National Science Foundation awarded a multi-year contract to YRCI to provide Human Resources services for the NSF Division of Human Resources Management. The areas of expertise being provided are staffing, classification, processing personnel actions, and implementing and interpreting policies for payroll, leave administration and time & attendance. The following branches within NSF HRM are being assisted at this time: 1) Staffing and Classification Branch, 2) Executive and Visiting Personnel Branch, and 3) Employee Relations Branch.
A Global Strategy and Technology Consulting firm was awarded a contract from HHS to support the Head Start program. YRCI provided contract recruiters in several different states across the country covering six of the Head Start Regions. Our recruiters were responsible for converting, sourcing, staffing and orienting 288 employees in six weeks in VA, MD, DC, TX, GA, IL, CO, WA, CA, MI, PA, UT, ND, SD, NY and AK. Within days of the notification of their desire to have YRCI perform this task, YRCI had six recruiters in place.
Department of Labor: The U.S. Department of Labor awarded YRCI a firm-fixed-price contract to assist the Office of the Inspector General's Division of Human Resource Management in rating and ranking applications for posted vacancies.
Department of Homeland Security Headquarters: Our largest federal government contract is with the Department of Homeland Security, Headquarters (DHS). We have been under contract with DHS since August 2003. We are responsible for the full range of HR services including: classification; staffing; personnel action processing; benefits and employee relations.
A Technology & Management Consulting firm contacted YRCI to put a recruiting SWAT team together to provide front-end recruiting support for their Civil, DOD, and Intel groups. The SWAT team was not only responsible for sourcing qualified applicants based upon their functional or technical skills but were also required to ascertain their ability to perform in a consulting capacity. Our team successfully created a pipeline of applicants for each invitational held twice a month.
Federal Election Commission: The Federal Election Commission contracted with YRCI to conduct a thorough review of all of their position descriptions and to provide a written analysis of the FLSA determination for every job. YRCI also conducted an OPF review to ensure that all personnel information on file was correct and up-to-date, including Service Computation Dates.
Our client, one of the U.S. governments’s leading providers of innovative technologies and solutions for mission-critical national security programs had several contracts with DSS, DOS, OPM, and US Customs to conduct background investigations and process security clearances. We provided a team of contract recruiters that hired over 150 Inside Case Reviewers with Top Secret clearance’s in a two month period and over 300 Field Investigators with Top Secret clearance’s in a 4 month period.
Architect of the Capitol: At the Architect of the Capitol, YRCI consultants provide processing of benefits and personnel actions, payroll support, retirement counseling and perform calculations for the Employee Benefit and Services Branch.
Minerals Management Service: For the Minerals Management Service YRCI conducted position reviews of IT Specialist positions nationwide. The review involved checking the accuracy of the classification of the position descriptions for all GS-2210 positions at the grade 13 level and higher.
Federal Mine Safety and Health Review Commission: YRCI assisted the Federal Mine Safety and Health Review Commission with various HR functions. YRCI developed and classified position descriptions, prepared crediting plans and has been involved in SES recruitment activities.
Federal Housing Finance Board: The Federal Housing Finance Board awarded a contract with YRCI to provide senior level staffing, human resources and recruitment services, on an interim basis, until additional permanent federal staff was hired. YRCI's breadth of experience in these areas was directly complementary to FHFB's requirements and their ability to quickly provide the necessary talent made YRCI the obvious choice for this project.
Department of Transportation: The U.S. Department of Transportation, Office of the Secretary, requested that YRCI provide staffing support for the Office of the Secretary and the Bureau of Transportation Statistics1 position vacancies. YRCI provides experienced "QuickHire" personnel on this assignment.
Bureau of Land Management: YRCI was awarded a contract to provide staffing and recruitment, classification and position management, as well as pay services to the Bureau of Land Management. The work performed in the Washington Services office was so successful that the contract time was extended into the new fiscal year.
NIH-NIAID developed a substantial and accelerated research and development agenda to protect the United States in the event of bio-terrorism attacks. However, NIH-NIAID’s resources were not sufficient to quickly hire hundreds of new PhD and MD scientists/researchers. To accomplish the task, NIH-NIAID selected YRCI as its partner in this endeavor. YRCI provided the full range of recruiting and staffing services to ensure that NIH-NIAID would be successful. This effort required filling high-level scientific, management and administrative staff vacancies.
At the end of the project, more that 150 employees had on-boarded and between 350 and 400 were in the process of being hired or cleared.
Federal Housing Finance Board: Federal Housing Finance Board awarded YRCI a contract to conduct an assessment of their human resources function. Specifically, YRCI was hired to conduct a review of the Finance Board's HR programs, policies, and procedures for comprehensiveness, completeness, and compliance with applicable laws, rules and regulations, and make recommendations on areas in need of improvement, change or compliance.
YRCI provided our client, a leading provider of comprehensive information and communications products, solutions, and services for National Security a team of recruiters that filled 1,000 positions for Interpreters accompanying US troops in war zones.
YRCI has a substantial depth of experience in providing our own proposal team with candidates for proposal efforts. For example, we put a team of recruiters and recruiting assistants together for a 4-6 week assignment requiring 300 positions filled in 30 days in 32 locations. The project was contingent upon our client being awarded the contract and we successfully had all recruiters and recruiting assistants in place with signed contingent offer letters completed within a week. For our own proposals, we must regularly provide this internal service and we do so effectively.
