YRCI is well qualified to support federal Employee and Labor Relations (ER/LR) activities. We have direct experience developing operational procedures and training managers, supervisors, and employees. We offer recommendations and assistance through research and performing statistical analysis for presentation to appropriate authorities, and we are committed to working closely with managers to enhance the ER/LR Programs as requested.
The aim of providing ER services is to assist managers and supervisors in dealing effectively with problem employees and disputes that arise from actions taken in addressing performance and conduct deficiencies. Our ER specialists provide technical support by conducting investigations of the issues, developing written documents and providing advisory services in dealing with disciplinary, adverse, and performance-based actions; grievances; appeals; leave administration and dispute resolution. Recommendations, coordination, and administration in the areas of reasonable accommodations, workers’ compensation, and work/life programs are provided. We work with the Department of Labor, Merit Systems Protection Board (MSPB), OPM, and other outside agencies to assist in meeting regulatory compliance requirements. YRCI specialists have investigated EEO complaints and other sensitive matters. We have expert knowledge of harassment complaint investigative policies, processes, and procedures.
YRCI is also experienced in providing advice and assistance on LR issues and in conducting negotiations with employee union(s). Our specialists have many years of experience dealing with typical LR issues in addition to handling labor management collaborative efforts, alternate dispute resolution, interest based, impact, and implementation bargaining. Our LR personnel are adept at answering inquiries regarding collective bargaining units and providing support in third party proceedings involving LR. Additionally, our staff prepares final proposal letters for management approval to be delivered by supervisors to employees. |
