Each member of our team brings a unique set of skills and experience that together has accounted for our success as a professional services firm.
Shane Moore, President of YRCI CM&P
As President of YRCI CM&P, Shane has spent the past 15+ years in the recruiting, consulting and outsourcing industries. His primary responsibilities with YRCI are to ensure continued growth of YRCI CM&P in support of our government and commercial clients both domestically and internationally.
Prior to joining YRCI, Shane served in the US Marine Corps completing a 4 year tour both domestically and overseas. He then founded GlobalTek, Inc., an information technology recruiting and staff augmentation firm in the late 1990s. GlobalTek quickly rose to a multi-million dollar entity that was purchased in 2002 and expanded globally.
In April 2002, Shane joined YRCI to assist in the management of a large bio-defense recruiting initiative for the National Institutes of Health located in Bethesda, Maryland. After completing this project, Shane continued his contributions to the organization by developing a specialized consulting & recruiting subsidiary specialized in the Contracts, Procurement & Acquisition industries serving both commercial organizations and directly to the federal government, worldwide.
Shane’s undergraduate studies were comprised of coursework at George Mason University in Human Resource Management and continued with the University of Virginia for advanced education in Human Resources.
Hans Jaeger, Director of Talent Acquisition
Hans, now in his 7th year of service at YRCI, provides leadership in forging and maintaining long term relationships with both government and industry clients and ensuring the successful delivery of YRCI CM&P’s services. He possesses a Bachelor of Science degree in Accounting, and has completed a vast array of studies at the Graduate level including Environment Science and Policy at Johns Hopkins University, and History, Geography and Archaeology within the University of Maryland system. Hans’ passion for learning has only been trumped by his entrepreneurial spirit.
Hans started as YRCI CM&P’s first business developer in 2004 and has continued to assume responsibility during YRCI’s CM&P division’s rapid growth since 2004. Hans was promoted in early 2008 to the title of Director. Hans continues to work closely with both government and industry side acquisition and contracts management leaders to support YRCI’s advisory services and talent acquisition services offering.
Prior to YRCI, Hans’ most recent prior experience was that of Vice President at The Lynx Group, Inc. Hans’ responsibility included marketing, business development, client and contractor relationships, business analysis and system development, project management, training and organization development. Hans successfully developed Unified Communication, Contact Center, and Disaster Recovery/Business Continuity market offerings, with support to numerous industries including the Language Translation and Telephonic Interpretation industry. During this time Hans implemented and maintained successful strategic alliances with partners including, Intel and Interactive Intelligence Inc. among others.
Hans is a current member of the National Contracts Management Association (NCMA), and is the NCMA Tyson’s Corner Chapter Director of Corporate Sponsorship.
Howard Huang, Director of Recruiting
As YRCI CM&P’s Director of Recruiting, Howie manages recruiting and talent acquisition
efforts to support both our federal and commercial clients.
Howie has over 10 years of experience in the recruiting, consulting, and outsourcing
industries. His experience encompasses the IT, Executive Level, Finance, Engineering,
Health Care, Bio-Medical Defense, and Contracts Management & Acquisition industries.
Howie’s knowledge of recruiting and consulting has been instrumental in the development
of our staff.
Prior to joining YRCI, Howie worked at GlobalTek, Inc as a Senior Recruiter. Howie
joined the YRCI team in 2003, and has since developed a network of contracts management,
acquisition, and procurement professionals that is well respected in the industry.
Howie has been recognized for his creative techniques and ability to manage the
consulting and recruiting team. Howie was promoted to Recruiting Manager in 2005
and is now the Director of Recruiting. He has been an integral part in the growth
and success of the CM&P operation.
Howie is a member of National Contracts Management Association and Sigma Alpha Epsilon.
He attended the University of Maryland at College Park and majored in Communications.
Tamey Caires, Director of Contracts
In April 2010, Tamey Caires joined YRCI’s Contracts Management and Procurement Division as the Director of Contracts.
Tamey has held positions of increasing responsibility in Federal contracting, subcontracting, procurement, and proposal development for the Department of Defense (DoD), Intelligence Community, chemical and biological warfare, national security, research and development, and aerospace industries. Throughout her career, Tamey has demonstrated her intimate and continually growing knowledge of contract, subcontract, and procurement processes, as well as her complete dedication to the success of the companies she supports.
Tamey has managed a portfolio valued at over $100+M annually and oversaw staff members awarding more than 1,000 actions per year. She has experience establishing approval readiness for Contractor Purchasing System Review (CPSR), an onsite audit whereby the Federal Government evaluates the efficiency and effectiveness with which an institution spends Government funds and complies with Government regulations when subcontracting.
In her various positions, Tamey was instrumental in establishing procurement practices, ensuring compliance with corporate policies, prime contract requirements, and Federal regulations. She has worked tirelessly to educate senior executives and managers on the important role that Procurement plays in proposal development, acquisition, and large-scale supply purchasing.
Tamey received her Bachelor of Arts degree in Accounting from Virginia Wesleyan College in Norfolk/Virginia Beach, Virginia and is a member of the National Contract Management Association. Until moving back to her home state Virginia in 2008, Tamey owned and operated a Thoroughbred horse farm in Ohio.
