Stephanie Smith, President

Stephanie Smith joined YRCI in 2000 as YRCI’s 2nd employee. As YRCI’s longest serving employee, she brings a wealth of knowledge and passion to her role as President. She is responsible for policy development and implementation, plans and directs administrative, financial and operational activities in concert with the departmental VP’s, and coordinates strategic business initiatives.

Stephanie’s loyalty to YRCI has resulted in innumerable successes for the company. Throughout her tenure with YRCI, Stephanie has built a reputation for developing business strategies, and has maintained a strategic role in the implementation of many software systems. Her years of experience and dedication have led to long-term solutions and success.

Stephanie earned a Bachelor of Arts degree in Psychology from George Mason University.

Hans Jaeger, Chief Client Development Officer

Hans joined YRCI in 2004 as the YRCI Acquisition Support division’s first business developer and after many pivotal successes - today provides leadership to YRCI’s Program Development team, which includes business, program, capture, and proposal development strategists, analysts and personnel. Hans’ extensive experience and industry expertise ensures successful growth for all YRCI’s current and emerging portfolio of clients.

Prior to coming to YRCI, Hans was serving the role of Executive Vice President of Sales for The LYNX Group, Inc. and Director of Sales for Computer Network Systems, Inc. Hans is also the visionary behind YRCI’s innovative Remote Operations Center (ROC TM) where a shared services delivery method is utilized for HR and Acquisition support services to 19 federal agency clients. Hans earned a B.S. degree in Accounting, and has completed a vast array of studies at the graduate level including Environment Science and Policy at Johns Hopkins University, and History, Geography, and Archaeology within the University of Maryland system. In addition to serving on the Board of Directors on the Shared Services Leadership Coalition, he is a frequent presenter and speaker at such events as the 28th and 29th NCMA Annual Government Contract Management Conference, Career Panel, and the 2010 NCMA, Develop Your Most Valuable Resource: New Professionals Community of Practice Virtual Conference.

Michael Tomasulo, Senior Vice President, Business Operations

Michael joined YRCI in 2003 and brought with him more than 30 years of professional experience at Northrop Grumman Corporation and the Defense Contract Audit Agency (DCAA). During his career, he has held various positions of increasing responsibility within large-scale contractual/business management/finance infrastructures. These positions required excellent negotiation skills and considerable knowledge of contracts, pricing, and compliance laws and regulations; subcontracts and procurement; planning and budgeting; performance measurement, program management; accounting; administration; and facilities and property management. Michael has been integrally involved in developing and implementing business strategic goals/plans and assessing and measuring organizational performance through the use of business process reengineering techniques. He is experienced in the entire bid and proposal process; from reviewing solicitations and evaluating potential teammates, to formulating viable win strategies. Michael also has extensive experience in proposal development, pricing and estimating, contract administration, and performance measurement.

Greg Free, Vice President, Program Services

Greg joined YRCI in October 2005 and is responsible for providing direction, professional development, and leadership to the YRCI Program Management (PMO) and Recruiting teams. With more than 15 years of operations experience, Greg brings significant insight into the Federal marketplace. This insight - coupled with a career path including leadership experience in proposals, recruiting, personnel security, human resources (HR), training, and facilities - allows Greg to craft unique approaches to an ever changing environment. Under his leadership, the PMO and Recruiting teams provide support to an employee and applicant base that is steadily growing and always changing. His focus on process improvement and employee development has kept YRCI one step ahead of its clients’ needs and its competitors’ abilities.

Prior to arriving at YRCI, Greg worked as a director at ManTech International providing direction to their Systems Engineering and Security Engineering groups during a 10 year period. His experience at ManTech during significant growth allowed him to be proactive in his approach to customer requirements.

Janine O'Rourke, Associate Vice President, Human Resources

Janine O’Rourke joined YRCI in 2016 and is the leader of our HR organization. Janine has the unique ability to completely understand the “big picture” of the organization while simultaneously empathizing with each and every individual in her care. She has high personal and professional integrity, great strategic alignment skills, and a mastery of the details. Prior to joining YRCI, Janine’s HR career spanned many different industries including engineering, telecommunications, and apparel and fashion. Throughout her HR career she has been successful in leveraging resources and technology, as well as building collaborative teams, to implement effective and innovative HR programs and services. Janine received a Bachelor of Arts degree in Psychology from the University of Rochester, an MBA from Fordham University, and maintains the SHRM-SCP certification.

Janine serves on the community service committee of the HR Leadership Forum, a collegial learning community of senior HR leaders in the Washington, DC area.
